Is there a daylight system in Blender similar to MAX or atleast a directional light?
Can it render to texture?
Does it support normal mapping?
Is the polygon modelling powerful?

Daylight no - directional light - like area lights? Or something else?

There is a script that does so but may not be a 'good enough' solution.

yes but not tangent space normal mapping which is probably what you are 'really' interested in. Also its normal mapping editing tools aren't too strong.

It lacks ngons and the beveling tools need to be improved (edit - it also lacks robust snapping), it doesn't have 'history editing' (but does have a limited modifiers system) other than that its polygon and SubD tools are quite good. (probably the fastest subd available).
