you can use the Proportional Modification Tool.
F1 and search for it.

Prop.Mod.Tool isnīt good for everything.

I think someone should write a script. I forget who it was but someone had a screenshot of a thing controlled by ramps. if you could select a vertex, and control the distance of the ramps effect, and then the colors of the ramp just like any other, that would be OF THE HOOK! can anyone do that?

webster: you are right.
i remember that there was a tutorial on grass animation in max. this was done through soft selection for selecting the vertices of the grass to be moved with some wind stuff.
prop.mod. can't do this.
but for manipulating vertices it's a good tool, but there's better! try sculpt polygon tool. it's the best way in maya i guess.

well, experience with both tools will cause the best workflow for you. I use only the paint tool now. To get a clean workflow, just learn the different hotkeys (or create your own), it will not only be good for selecting, but also for modelling, skinning or painting and so on.
