Want it the hard way, try rigid body chain links or something...
One of the easier ways is to put lattice on the whole thing, make a soft body of it,adjust the particle weights & apply a fan field on it.

I would make a bone system and turn the curve into a soft body.... then animate with a wind or something. Just my 2 cents. why dont you want to use bones? it should be like 4 clicks

I did not realise you can use dynamic sims on bone systems. Can you? If so how?
Thanks
if you have maya 6.0 + then you can use the hair system to drive the dynamics of the bones:
* draw the bones
* create a curve passing through the joints from the first to the last joint (use the V hotkey to snap to joints)
* make the curve dynamic (in the Hair menu > Make selected curves dynamic) and adjust the dynamic properties of it (btw if you don't have maya unlimited, then you need to use the old-fashioned softbody method)
* in the SpineIK tool options, check that "use custom curve option" (or smth similar :)) and then follow the instructions maya show you: select the joints, press enter, select the curve, press enter.
that's it! :)
btw take a look in maya's help cuz there is a tutorial on how to make a dynamic fishing stick ;)
