You might want to post some wire frames, its easier to crit if we can see the topology. Also a little more infomation would help, are you going for a cartooning look or realistic?
You also might want to make sure you have references, should be easy to do since its your face. The general shape seems a bit off from what I can see.

fix crease in the centre
fix creases on the side of the nose
fix creases in the corner of the mouth
needs eyes
needs ears
too orange. needs to be more pink.
get rid of the green in the shader/material.
top lip needs to be more thicker
nostrols could be thicker.
nose could be smaller
might need more fat around the cheeks
chin too pinty. could be more rounder. And blend more into the jaw.
possibly move the mouth up a bit more closer to the nose
EDIT: i just notice your using max. Use the Symmety modifier. And just do a screen capture of the viewport when showing wireframes.

is there a way to change the skin color on the lips{but only the lips} without photoshop or any other texture program.
yeah, that is possible, make a the 'lip material' and apply it only to the polygons which form the mouth
Do you use blueprints? In any case you must notice that the face doesnt really look like one of a baby. Its starting to look better with every update you make but still you got to refine the overall form much.
obvious features in babyface:
- big eyes (eyes do not grow as much as the head so they seem big in a babyface)
- big round cheeks
- mostly round features

thanx but how do u apply the matterial to only the polygons that formthe mouth without detaching the polygons

You'll want to apply a Multi/Sub-Object material to the object and change the material IDs of certain faces. For example, you could have most of the face polygons assigned to a material ID of 1, and the lips to a material ID of 2, and they would have different characteristics.
To do so, open the Material Editor and assign a new shader to your object. There will be a button right under the material spheres on the right side that says "Standard". Click on that and it will bring up a new window with a list of new material types. Select "Multi/Sub-Object" and you can either keep the old material(if you have one) or discard it. Set the number of shaders you're going to need(this will be dependent on your model), and notice what ID number they have on the left side. Now you can go in and make a bunch of different shaders for a single object.
Now, to actually change it on the object, select the faces you want to correspond with a specific material and change their material ID to match in the Polygon Properties rollout in the modifier menu. Under "Material", there will be a box to set ID.

um i hav been having a few problems with the Multi/Sub-Object. the only texture that with acully seem to change when i give the selected poligons is the material with the id number 1 non of the others seem to work. and also all the oly part that seems to get appled is the color {no bumpmap or anything}. so ya i kinda really need help this time. thanx

but if i were you, iŽd go for textures. there are a lot of good tuts out there, so give it a try.
