is it possible to get the cloth effect to start at a certain frame? please help.

Yes, just set the frame number in which you want to start, in the input field to the left of the timeline and press Calculate. Then you can save this motion. Also if you have loaded a motion, you can specify the frame from where you want to start :)

WAIT!!! I just tried it and forgot to mention its a character being animated. The character stays stationary(the bones move) because of the cloth fx. So is there any way to get it to completely start at the certain keyframe i want?

Set the collision to 'set by event', it's one of the options.
