Well the simplest way would be to using a streaming codec (ie use a webcam to shoot your video). Since that is basically what is going on. Else I think your going to spend alot of time trying to make it look like the effect (ie dropping frames, adding noise and artifacts).

you can use the plugin from Thinderbox3 / "badTV" which you can easyli make some bad looking videos with some nois and breacking fx

yes you right :/

but there are also many other way you can go with it, one of them maybe
make a avi file played back on your monitor and switch on your hairdryer byside the monitor for some noise on the screen and shoot the avi what was playing on your monitor with a handy cam :)
or maybe another one you can use to, just play the video on a composite TV out and play with the band to not get a clean view on your TV and shoot it :)
