Does anyone know if Cinema 4d R8 support non-linear animations, such as XSI or Lightwave?

it means blend tracks between different animations. c4d calls this Motion Sequencing and Motion Grouping. Check out page 571 in your C4D 7 manual for the lowdown. but basically all you do is animate your object, elect the tracks you want to group, group them, then make another animation of your object at some other point in teh timeline, group those animation tracks and then you can blend between the animations in the timeline (same as motion mixer in lightwave), i don't know if there's an upper limit to the number of motion groups blends or layers you can blend between or however much you need. it's very easy to do in c4d 7 and 8.

why you would need this is as follows. a simple use would be to blend between a walking and standing still, or walking and running animation. i'm sure you can think of some other uses for this. you can use the timeline in c4d pretty much how yo want. in dope sheet style (with sections of animation all in one track), or multilayered with many x rotation tracks (for example) layered on top of each other. if you want, then there's time tracks which allow you to speed up or slow down a track. animation in c4d is powerful and u puntil now has been hidden inside the program a little too much. the new c4d gives you even more power, and makes it accesable.

Could we use Xpresso expression to get crowd simulation effect such as tools like softimage|behavior?

welll the softimage crowd sim plug costs another $15000 s don't expect something that's going to quite match that. but you could certainly make some simple crowd simulation effects using xpresso and tp.
