Please explain what they are, because b-splines and polygons are two completely different types of area and volume representation.

what xsi has currently are b-splines if you do cubic by cv's (b stands for bicubic). cubic by knots is really "proper" cubic-spline style. if you meant bezier-splines then there is a script to fake them and xsi 5 will have correct bezier splines.
