There is a filter in photoshop called poster edges. It reduces the number of colors (posterizes) and adds black outlines on the edges. It's a great way to make photos look like hand drawn cartoon style images.

Is there a plug in like this that I can use in after effects? I'd love to run video through this filter, but I'd hate to have to do it one frame at a time.

Use After Effects native Find Edges and Posterize filter on whatever video your editing to make this effect. You may have to seperate it into two compositions or layers in order for them to work correctly. For an example duplicate it to two layers, use one for the Find Edges, the other for Posterize and (making sure the Find Edges one is on top), set the blending mode to Multiply or others to achieve different effects.

Most of Photoshop's filters are combinations of other simple ones. Use this to your advantage.
