So i was doing a routine install of some memory I bought (crucial PC 2700 512MB 184 PIN). To match the other Stick of 512MB ddr ram that is currently in the PC. I undid the case, touched the metal to get rid of any static electricty, and installed the ram. I then closed the case, powered on the computer and i get 1 loan messege.

"Check Cable Connection"

I checked all connections. I've swapped out video cards. I've swapped Memory sticks. I am at a complete loss as to what's causing this problem.

Hardware:
Intel MB - 845 series
P4 - 2.4ghz
BFG Technologies 6800 OC 128 MB
1024 MB of DDR333mhz ram.

I ran Crucials system check to double check the correct RAM to purchase. Is their some sort of tiny cord inside the case i could have knocked loose that would cause the picture not to show on the monitor? When I boot up the CPU fan runs, the LED's are on, the LED's and the fans on the video card are also running. What am i missing?

Something I have noticed, when the PC powers up, the lights on the keyboard do not flash and turn on like they normally do.

sounds like bad/incompatable ram.

If it was bad RAM, why would it still not boot up when only the old RAM is inside?

Remove the stick you added and try again - if it works, it's RAM related. Either it's not seated right, and causing issues, damamged, incompatible, whatever, but you'll know it's the RAM. For eg. My computer won't boot with 3 sticks in, works with 1,2 or 4. Pain in the ass trying to figure that out, tested all my RAM, and thgought my dimm was gone ;)

If, after removing the RAM, it still does not boot, check all your connections, you may have bumped something loose.

I've tried booting up with only the old RAM in it's original slot, and still no luck. I also, just for reference, tried it with the new RAM, same result. I'll be going through the power connections inside the case to check and see if i bumped one of them loose. If that doesn't solve the problem, i'm not sure where to go from there.

Swap the position of the RAM modules around. Try putting the new one in the first slot and the old one following it or vice versa.

When you're really out of ideas, then you'll have to follow through a process of elimination.
Unplug everything except for Video Card, RAM & CPU. Start the machine and see if it'll load/boot. Then close it and add your HD. Run & test. And keep adding until you've found your problem. Sometimes it might even fix it. For me at least. :\
