you're not supposed to "get it to work"
it's a collection of Andrea's thoughts on a possible solution to implement a basic feather system.
without a solid XSI knowledge, decent scripting skills and knowledge of how 3D works (under the hood I mean), and at least fundamentals of linear algebra, you won't be able to make anything out of the contents I'm afraid.

ah right, I knew it wasnt a tutorial and just thoughts but I just wondered if there was some way for it to implementable. I mean I have a basic knowledge of the inner workings of XSI, but scripting is something I haven't studied yet (i'm just a lowly student animator). So I was just wondering if there was some way someone could explain what's going on in this article so that I could somehow put it into use...but from what you've said it entails it doesn't sound likely. Ah well, I'm sure I'll come up with my own solution if I ever NEED to have a feathered character.
