There are so many ways to do this - I am not even sure where to begin.
To create a soft edged brush:
Create a document (any size as long as it is larger than your brush)
create a new layer
Drag an elipse marquee to the size you want (press shift to constrain size)
fill with black
Apply the gaussian blur filter to your liking
Drag a selection marquee that encompasses the blurred dot
Select "Edit" from the top menu
- select "Define Brush Preset" from the drop-down menu
Name your brush
Voila! You now have a new brush.
Another way would be to modify one of the preset brushes and then go in and click on the little arrow in the corner to select "define new brush preset"
You can also create new brushes based on almost any object or pattern - the options are almost endless. I would stick to doing some simple brushes and patterns first and then go from there.

Those edges are a setting on your brush preset - you can have that adjusted according to your tablet pressure or have it get smaller and or bigger over time/length. Please see the image I have provided.
