Fusion Thing can do it based on material, so you can use noises for pseudo-randomness.

Do you own Thinking Particles? It can emit particles from any surface/polygon selection.

DPIT 3 can do it, and also I remember some plug in calles "surface painter" I think, which would scatter one type of object across the surface of another.
