While im sure this kind of question is posted on a regular basis...i beleive it is good for you more skilled people to keep your wits sharpened by refreshign everyones memory.
Is there anyways to simulate 2D aniamtion style squash and stretch on characters in 3D ?
If such a thing is possible is it a rigging issue ? or a modelling issue?
I am beginner to intermediate user of Lightwave and Maya, so any application specific knowledge in either would be a great help :D

You could do S&S with deformers. In other cases, you could also use bones (often done with scaling). Blendshapes have been used in other cases. It definately would also be a modelling consideration, since you'd have to model the character in such a way that it will look right when it does its particular S&S.

Didn't they do a lot of this in Madagascar? The animation in that movie was the most "cartoony" of all the cgi films so far.

Yeah, I think the best way for this is to create some stretchy joints, giving that s&s look. The rig I am currently using has this for the spine, and limbs, it's pretty fun!

cool thanks for the imput guys...may seem silly but how does one make joints liek that... i am fairly in experienced with rigging (and most of maya at this point lol)

You could make an expression that scales the bones and add that to the channel box via set-driven key... If that makes any sense!?!
If you're pretty new to rigging, or Maya in general I wouldn't worry about it for the moment, and just get down and dirty just playing around until you are confident making simple expressions, and basic rigs.
An alternative is find someone who knows that side of things, give them some geometry, and beg them to make it for ya.... haha, not a method I would go for, but it could work! :thumbsup:

Bonus Tools 6.0 has an autorigging for stretchy IK (for getting S&S things like legs and arms)

And I'm sure there's an autorigger for a stretchy Spline IK (for things like getting S&S in spines).
