what is the best way to set up a stretchy ik (not stretchySpline ik) chain so it scales correctly with the entire rig?

I would suggest using a distanceDimension node to measure your chain. if the distance reaches past a specific length the joints and all their control objects should begin to TRANSLATE on their local aim axis.
this can easily be done using some condition- and multiplyDivide-nodes etc.
to have the rig scaleable, just get another multiplyDivideNode and hook it right after the distance output. feed the scale of your globalCtrl into that, too.
set the operation to divide, so that the distance gets divided by the globalScale.
hope that makes sense... sorry for not being that precise at the moment.

The Art of Rigging is proper hardcore MEL. Really great if youre into that kinda stuff, but if you dont like code and are scared of vectors and matrices, this will *really* tax you...!
