*You can write new shaders using the Max SDK
*You can develop new shaders using the MaxShade language which is a subset of the Renderman SL.

*You can use Darktree to create new materials and maps
*You can use Max' own procedural maps in the Material Editor in a similar manner as Darktree to create more complex map trees. See TreeMatoGraph for a more intuitive interface.

*You could script map plugins to create new UIs to existing procedural maps using MAXScript. See MAXScript Online Help for examples/tutorials.
*You could use MAXScript to procedurally create 2D bitmaps to be used as maps.
