What tool in 3ds Max does what the locator does in Maya?

And one more question :

Is it possible to create a straight line using the connect command? Sometimes it makes jagged rings around my object.

Try Point under Helpers in the command panel.

Also, I assume you are talking about using connect with edit poly or mesh? When you do this select the edges you wish to connect and it will connect them down the middle.

Connect always divides the edges equally, so if your edges are of varying length then the cut will be irregular. Use the slice plane, or quick slice to make a perfectly straight cut.

And yes, Point helper is what you're after. Dummy would work too, but point is newer and has lots of useful visibility options, like always overlaying the screen, box and/or cross etc.
