Hey that due looks like an postnuclear war creature.
COOL.The veins on the pects are a TAD too much.

Beautiful modeling. The anatomy looks great.
One thing with the proportions. I think you should bring his feet up into his legs more. Now it seems like his claw feet are stuck on like high heels (except without the heel). I took the liberty of testing my theory, I hope you don't mind.
I think he looks more grounded this way, although the change is only slight.
I think his textures would look better if you brought some subtle aspects of the lizard like skin of the feet into his general skin texture and blend the transitions more slowly. Bring some of the anatomy of his feet into the rest of his body... sharper features, more angular knees and maybe even claw hands. Only other comment is that the texture of his cloth is too heavy handed. Dirty the bump map ... put some scratches and variation in it.
In any case, this is on it's way to being a tremendous character. Are you planning on animating him?

At the risk of being a killjoy, I like the legs and the veins. I think that they give the character a lot of his, well, character. I can imagine him running really fast and jumping really high. Think how cool he would look in a crouching or squatting position with legs that long. Everything else that somlor said sounded like pretty good advice. Ok, I've said my part.
