This is my first assignment making house and interiors. I have been having trouble making a bed cover that falls hanging with natural look as in real bed cover.

I tried using sculpt tool but it is very hard to control. Is there any other way to make a bed cover look fluffy not just flat like a cardboard?

You could try getting the basic shape and then further shaping it with a lattice, or perhaps a cloth sim like syflex might be the ticket, not the cheapest route though.
