I tried importing an Illustrator file of the land and then I applied two bend deforms, I could not get the shape right. I don't want to use a transparence map on a sphere because I need it to have some depth on the edges. Any ideas?

Try the soft mod tool and play with the radius.
did you try using a bump map aswell as the transparency map? make the bump map from the transparency map and blur it a bit so it has a nice edge on the bump.
also, have a look at displacement maps.

I can't get the soft mod tool to work on a group of objects. Have you tried it before?

I really need true depth on my land masses. A bump map won't give the type of shadows I'm looking for.
Any other ideas?

Yea, like any other deformer it works on multiple objects and groups. However now after I paid more attention to what you want I think two bend deformers – one vertically and one horizontally is the way to go about this, and it should do it in no time. It’s hard to guess way it’s not working for you; it will work for me without any problems. Can you post an image of your wireframe, this may suggest the problem.
