Hi, I was just wondering what the technique or art style is called where everything is black and white except for the red colours in a picture?

Something like this...

I don't know that there's a specific name for this particular color scheme, but it pretty much boils down to using contrast in order to draw attention to a particular element of a composition. In this case, color contrast between a complete lack of color, and a strong color (red is, if I'm not mistaken, the strongest color range on the color wheel). The strength of the color typically would determine how much of it is used, so you would typically see a relatively small red element in a black and white piece so as not to overwhelm the composition.
