You mean the "Hot Air" effect? The one that makes things look like they are shaking when seen trough the edge of the flame?
That would requiere Raytracing, high IOR settings and two intersecting wave FXs applied over a transparent mesh shaped like the outher edge of your flame... and needless to mention, lot of rendering time ;-)

Do you mean hot air refraction? It,s simple, just render a particle mask and use the warp sequence plugin
