Is there a tool that will make two curves tangnet? It's important that the curves remain separate objects. What I would like to do, is take the two curves on the left and make them look like the two on the right.

Yeah aren't tangents fun?
Afaik no, you can't make them match. There is a tool you can toggle on that duplicates the movement of one tangent on to another, but it doesn't mirror it, so it seems fairly worthless. I hope someone jumps in and goes "hell no you can do this and this", because it sure would be nice.

Tangent-manipulation via, say, "Hash:Animation Master" is handled much more neatly as far as I can see.. someone oughta take the whole of AM's interface and make it a plugin in MAX :)

Hm, actually, you can select both vertices, and do some scaling? It's not the most perfect way of doing the bezier-thing, but it works some times.. you can make a spline-circle (Since it contains roughly the shape you want), collapse to edit spline, and scale the top vert to your liking so the shape fits. Idunno if that'd work to your needs..
