Has anyone employed the method Timothy Albee uses in his book Lightwave 3d 7 Character animation?

I'm having trouble understanding the bone hierarchy of the bones. I my foot bone won't follow my calf bone. Wondering if this is the way it is supposed to work or if I am doing something wrong.

Anyone?
