Do you mean like the little drops of water on the out side of a can when its cold? (see pic) for that just make little spheres that intersect the can and give them the shader(material) like in the inset.
Material-
blue colour
10% opac
falloff mask in reflec
raytrace with bitmap background in sub menu in mask.

try to get a real can or a pic of one. as i only did it from memory (took me 2 mins. you can spend more time) to get it in the right pattern and scale.
hope this helps...

There is no pic? (post again)
Material-
Theres not much to tell...What do you want to know?
I take it your using max seeing as your in the Max forum.
1.Take the opacity rite down to 10%.
2.And but a light blue in the diffuse slot.
3.Then in the relection slot. Put a mask.
4.In the mask roll out, you have 2 options the texture and the mask.
-in the mask part put a parrelle or fresnel fall off map.
-then in the texture slot put a raytrace material in it.
-Under the raytrace slot for background put an image map
(something like a pannorama of a sky and table).
5.Also wack the spec rite up and high gloss to get a very small highlight.
Any better?
