Is there such a tool that inserts edges on polygons, like isoparams on nurbs? I hope everyone understands what I mean. For example, if I have a head model, and I want to insert an edge loop from the forehead to the back of the head, 50% between my existing upper and lower edges. Can that be done any simpler than using the cut faces tool and snapping to 50% through every edge?? Or if there isn't such a tool, is this something that can be done with a script?

The easiest way I've always found to do things like that is to select all of the edges, and use a 'connect' tool. The connect verts/edges/faces tool of MJ Poly tools will do that. Edge connections are automatically at the edge midpoints.
Maybe not as quick and easy as you're looking for, but it's faster than using the cut tool.
