Everything I tried so far didn't look god

And I'm only going to do a still so it doesn't have to be animateable(?)

looks like a pyrocluster-job to me either if you want to animate it or if it's a still...

Thats gonna be pretty hard to do bjotto.
Maybe try landscape ojects and mess around with their settings.I would try the mesh first and then move onto the material instead of tackling both at once :)

yeah, a landscape-object seems to be a good idea also it will result in a tremendous amount of polygones. in order to get the foam-caps (correct english? the german word i mean is 'Schaumkronen') on the water you can place plane-objects over it and use textures for it.
do you want to do a close-up of the water? in this case, i would suggest giving ermitters with visible lights a try

I got an idea, a nickle deformed plane that is more subdivided near the camra.
CosmicBear: that's a good idea, I thought about it but I didn't get it right

try using ditools diformer instead... you'll find it's much more controllable. what i'd do is set up the deformation to put a lot of turbulence through an alpha to create the general foamy area. then use gradients to get falloff exactly how you want on the wave amplitude. you can deform in 3d using ditools too, and use 2d textures on diffeent axis if you want too, which is good to create wave shapes (think put a gradient on x or z while wave noise on the y to get the wave curl over shape).

additionally you can use proximal to create foam near the objects, like the house or the land. i created some kind of foamy water a while ago. i can send it to you if you want, although i think it needs some work to hold up closeups cause i used it for a lake that was a bit away from the camera.

Displacement maps? I know they are greedy little things but if its only gonna a still. And if you can only half do it in 3-D there is always photoshop to polish off any rough edges
