the heat haze is best to copm on afterwoods. As for the fire, you have a couple of options, multi streak particles, these however look soft when blurred. Sprites, good choice, but I have problems when I stick fire images on them for some reason. Geometry and a shader, could look nice.

jus emit a buch of spheres greyscale an use displace in shake or AEF based on luminace also blur the image in shake or aef so they blend together nicely an then jus play with layers an add color, try that let me know

Heat haze is a post effect in almost every major movie. You emit particles to create a matte that is then used to drive some sort of distortion effect in compositing. You can either batch action this in Photoshop, or do it in a compositing app like Shake or After Effects. You've been told this.
However, if you are hellbent on doing this the wrong way, you're going to need to pull some shader tricks. Try doing something with use background shaders, warping the normals on it. You may need to pipe the shader's out color into some other node in order to apply distortion to it. Toy around with bump maps. It's not trivial, but you'll learn from it.
