this may seem a bit wierd but it happens to me a fair bit in max. When I rotate my object it seems to deform (stretch) and it really bugs me.
Have I got something set on a wierd setting, By the way the object is in a parent/child hierarcy... The object deforming being the child!
I can post a avi. If this dosnt make sence

You have answered your own post in a way,.. the hierarchy is responsible, break it up and see if it still deforms.

Never EVER scale objects at object level. Especially if they are parents in a hiearachy.
Want to scale? Add Xform modifier and scale its gizmo.

Of course it is a child. But if the parent has Non-Uniform Scaling applied at object level (the node-level transformation applied after modifier stack but before Space Warps), the child will be deformed when animating the hierarchy because the child will be first transformed into parent space (thus inheriting the NU scale of the parent) and then rotated in this skewed coordinate system, causing funny deformations.
Up to around Max 4, there was a constant warning dialog popping up each time you would try to scale at object level. It explained that, in short, "you probably do not want to do that". Of course it was very annoying to get this message all the time, so experienced users begged for its removal (after all, new users are supposed to RTFM first, right? ;))
I assume your parent has NU scaling applied. Select the parent, right-click the Scale icon and see whether it is scaled at 100,100,100 % or differently...

wow! you know your stuff dude! The object scale of the parent wasnt 100,100,100% but ive managed to get around it by adding in a non renderable sphere in between the parent and child hat is at 100,100,100% (hence I get Characters Body > Dummy Sphere > Arm ) This seems to work just great, woo hoo!

Sorry to necro this, but I have the same problem, and thought it'd be redundant to create a new thread. I have no idea what to do, that scale thing didn't seem to be the issue with this (or perhaps I just misunderstood it all). Cause I have other scenes where the parent didn't have a 100, 100, 100 scaling and where the children rotated just fine.
Please, anyone? :/
