CGTalk - skinning trouble

hello all, i'm pretty fresh to animation and skinning, and having troubles with getting the shoulder area to move the way i want.
been trying to bend it to my will, but it just keeps doing funny things.

here's 2 pics of the trouble area. any tips is very much appreciated.
