Basically in a particle runtime expression you get the grid index of the fluid at the worldspace particle location using fluidVoxelInfo. You can then emit into the fluid using setFluidAttr -add with this voxel coordinate. There are numerous examples as well as explanations of this on the new fluids DVD ( by me, on the Alias site). You can also check the archives here and on the highend3d maya fluid forum.. I think there are a few expressions that do this there.

There's a kickass script called afterburn that does just that.
