I have recently started doing 2d computer art using photoshop and painter. I would be greatful for any advice or comments :0)

not much to comment really at this point , proportions are ok and i love her dress and her lost feeling in the wind .i immagine you will add some more stuff right?

Very nice piece Anette. I especially like the colours and shades on the skirt and scarf(?).
One thing i noticed though - the way the skirt and scarf are billowing doesn't seem consistent with the water sprays. The sprays would indicate some wind blowing upwards around her legs so the skirt and scarf should billow up (a little at least) instead of just going in that downward-right direction. Good work nevertherless. Keep at it!
You say you just started doing computer art? Well you're definitely waaaaaaay ahead of me in quality.

your contrast is not high enough, and the clothes' folds are not sharp enough. the rock also need to have sharper/stronger darks and lights to look 3d and well, like a rock.

the bg is really nice tho, really evokes stormy weather

Looks great so far, has an interesting atmosphere. Only thing to say is maybe not to overuse the smudge tool, makes the rock and water look blurry. The rock needs some work. But great atmosphere and the main character looks great too :D

I think her hair and skirt cloth can manage to be longer and more dramatic in the wind. ^_^ Try using more yellow highlights on her hair too. Her skin is still a bit monochromatic, don't be shy with color, pick some blue from around and mix it in. The whites are a bit too pure at this moment and are sucking the picture away, since the character is still too 'gray'. The waves have a grassy feel to them (which is nice by the way) but if you intention is not this, I would advice using photoreferences.
