Hi. the poly tools are not so complex but there are some scripts that fill that hole - subd hmm there are 2 ways in maya for subd the smooth (linear or exponential) and the hierarchy subd where u have real crease and level of detail and i think that maya-subd are more powerful than max
now in 4.5 u have also paint ability for many poly tools what can speed up ure workflow if u handle it right
thought ! ure here in a maya forum and at this place maya is much better than max :)

Maya has excellent subdivision surface tools. Maya's Subdivision Surfaces are the equivalent of HSDS in Max, but the are much more flexible and usable. The equivalent of Meshsmooth from Max is either using "smooth" or the CPS script in Maya 4.0. In Maya 4.5 you have Smooth Proxy which serves the same functionality as Meshsmooth in Max. For modeling tools, Maya does most of what Max does out of the box, but the tools are all consolidated. For additionaly funtionality such as edge loop selection and splitting etc, the type of functioanlity meshtools provides, you'll need to get a script like MJPolyTools and/or Xumi tools. You can get those at highend3d.com
