Fot materials I use a lot, it would be very helpfull.

you mean to create a new material? if yes.. yeap you can through MEL... i think the command for creating materials is createRenderNode... type help createRenderNode in the command line to see it's flags ( i don't remember exactly, but i think you have to type createRenderNode lambert to create a lambert etc.)

No, I mean the following:
I have serveral materials in my hypershade. And I want to put some on my shelf. So when I want to assign a material, I only have to select the object and click on the shelf to assign it.

I know your pain very well and I went though it until Trevor – the guy from this thread (http://www.cgtalk.com/showthread.php?t=162785&highlight=material) helped me put an end to the ridiculous ways Maya assigns used materials. The script Trevor wrote is much better solution than putting custom shaders on a shelf, which by the way I think is not possible.
