Can anyone offer up suggestions on ways to animate the venom goo that moves around this character?

I would probaly use some software like realflow, http://www.nextlimit.com (demo version is availiable).

Or for a purely maya alternative i would use a 3D fluid container with a sphere modifyer so that its creates a ball shape, if u need an example of this lookin at the sun example available in the visor.

I would definetely try for some sort of texture. Maybe a layer shader with multiple input textures? You can use an expression to link the U or V traslate of a 2DPlacement object to the time - that would let you make it move...

Using fluid dynamics *might* work - but from my experiences Maya fluid simulation goes VERY slowly, and you'd need to do it at high quality to get any realistic looking effect.

As bengotow says, I would also really prefer work with procedural texturaal textures or such as workflow. I think you can swirl a ramp, had color and change interpolation, you could get the expected render.
