I have some bulge line coming from the ear to the eye. (and some more) even if I use Relax it doesn't help much.
i think it might be because of the wire.

what do you think of the face wire? is it ok, or you build it differently?

yeah, it's your wire topology, unless you crank that relax modifier way the hell up and lose a lot of detail, you need to go in and move your spline/patches to get it looking good. Relax is a great clean up too, but don't depend on it to do the work for ya! good luck, only thru practice do we learn these things

Try to find some example of a head in your MAX folders (scenes, tuts …). Look closely how the mesh looks. You should find that there are lines coming smoothly across the face following the cheeks, eyes, lips. Someone called them ones ‘flows’. The ideal model would have all edges closed just like a sphere. This way the model is better for animation, smoothing etc.
The way you did it will look OK, but try to animate the face and you will see why this is the wrong way. Your model looks like a flat plane that was wrapped onto a face. I think this could be the reason why your model gets this strange “bulge”. There are to many polys in that area that are doing nothing.
Search for some tuts on modeling a head on the web.

Does it look better?

I changed only the front of the face. made it more spherical
but i still have a lot of buldges.
i tried to adjust the handles but it seems like none of them fix it.
