It is simply a camera on a tripod that rotates. Since it rotates from one point with not horizontal movement, this makes it hard for camera trackers to track the shot which is why they have a separate nodal pan mode.
It is also important to know that a nodal pan wont give any parallax effect, which means you dont need to track it in 3d.
