From your website, it looks like you're looking for HL2 modders, which means c++... you may want to specify that.... just about any game that's come out in recent years has a mod system, and many of them are radically different... coding for Call of Duty, for example, is drastically different than coding for Unreal Tournament, which is drastically different than coding for HL2.... etc. And yes, in theory, someone who is a good programmer can pick up any of those systems, but if you want the best progress, you should try to find someone experienced in c++ or unrealscript or whatever is appropriate to what engine you're using.
And try gamedev.net or flipcode.com (among others) for programmers, but be forewarned -- a lot of people go there (esp. gamdev) seeking coders for their mod, so you should have all your ducks in a row before posting or don the fireproof suit first :) Having an established website helps, but you should mention in your ad that you're looking for C++ programmers and/or people experience in modding HL2 for best results.
