Simplest way... bake your lighting into lightmaps, then use Max 7's walkthrough camera.
You could also check out RTRE, although it was somewhat expensive last time I looked.

thanks, you are right it's to expensive... I'll go with your second suggestion. Can you explain more what does that mean to "bake lights into light maps"?

No need for export. Just use the max viewport to walk through the scene. As long as your scene is not too complex, and your computer is fast enough, it should work well.
What version of max are you using? Max 7 has a nice "walkthrough" camera mode.

I'd like to make it for my client so he could use it in his presentations, so it has to be in a simple format (like panorama with quick time). Am I dreaming? (excluding the option to pay 1200$ for a horrible outcome)

If you want game-like 3D navigation inside an architectural model, RTRE is the best bet.
Converting an architectural model to work in a standard game engine is most likely going to be a lot of work.
If you don't mind non-game-like panoramas, try QuickTime. AFAIK to get the clickable hotspots, you will have to pay for the software, and have access to a Macintosh computer...
