Blend tool in PS

I’m not to known in Painter, but you could try the smudge tool. If you need to blend colours, you could try to activate the finger paint option that, by default, should be in an option box at the top of the screen. If it isn’t, go to the Window Menu, and click the Options option.

if u mean define new brsh or pattern to use, u may have to open new weindw put your material u like , make a selection on it , in Edit menu choose Deine brush or Define pattern
then save it ater nameing it.
