Well... that is something a little unusuall. You can get their game and start creating mods to begin with. If your needs are more complex, then you need a ful-fledged access. In that case you can try one of the engines they said above. You could also try Virtools (demo version as well as 10K cost), 3D Game Studio, Cipher are some things you might want to look at.
