Well with that config you're limited to either Linux, Solaris for x86, and Windows.

Personally I'd go windows, since its probably what you know and what most of the 3D apps out there will run on..

Also OS depends on the software you are going to use. IE: 3DSMax = windows...

Video card: Take a look into a Geforce 6600GT AGP card.. It should give more stable performance, and in most cases tie or beat out the 9800XT.
