Is transparent mode in Wings3d between the wireframe and shaded views
(like see-trough in max)?

Just if Quick Smoothed Preview is turned on!
-Select all the faces of the object you want to be semi-transparent
-rmb | Material | New
-Name the material
-Decrease the opacity slider
It's all: now, if you turn on View | Quick Smoothed Preview, that object is semi-transparent!

Not necessarily. Transparency is shown in ordinary Preview as well. Just hit Tab.
