How can I make a cartoon-e look to a video. Mabe somthing similar to the cutout effect on photoshop.
PLEASE HELP!

Try using a combination of 'Find Edges' and adjusting the colour (Levels, etc...)
It might come close to what you're looking for

hmm...almost. More like the "Cutout" effect on photoshop though

Try a different framerate too. Animation is often on 2's (ie. 24 fps with each drawing held for 2 frames, not quite the same as 12 fps, but sort of like that).

The only thing i could think of is the filter posterize, but you need sharp video for that otherwise it gets very dirty and pixelated! Maybe if you apply a hue/saturation filter to toy with the colors a bit could help!
The only suggestion that I can give to you is to create an action Photoshop in which you achieve the cartoon look. Next, render the video as targa in one single folder. Then in Photoshop go to File>Automate>Batch and select the Folder and the Cartoon look action.
After that in Premiere or After Effects open the targa images as a sequence, then render the whole sequence in the format that you like.
I hope that this can help you achieve the results that you want. :bounce:
