Is there a way to control the "strength" or the depth of the normal maps
I tried adjusting the Alpha gain and alpha offset , but that didn't work

nope. and it does not make sense because if normalmaps are
normalmaps, the slope is 'baked', 'encoded' with them.

the simpliest way is to blend the original normal of the object (for a phenom, the bump node will output the right normals) with the normal map :)
With that method, you can just decrease the strenght :)
