Playing around with levels havent done me much good.

Actually that's excellent exposure for the composition. You could fix that with several methods, the healing brush, clone stamp, but the best thing is to avoid such a drastic backlit shot. I think it looks as it should under the conditions and anything you would do to it would detract from the image as I see it.
I'll attach an example. I took this shot from the west end of the Denver airport. The first has been Paintered quite a bit for effect but compare it to another similar shot and maybe you'll see what I mean. My favorite is the first (forgive the quality, I took these through a window)

i didnt even notice those eyebrows lol
I was busy concentrating on the glare.
btw that not my pic. i just googled pics for glares to show some examples. that one was reasonably close to what i was after.
