Maybe ... start from photo ref. Either use the photo as the base of the texture or use it as an aid...

you need to think about what makes metals metallic.
its the shine really, you need to create a gritty texture (not TOO, just for the "texture of the texture" so it isnt supersmooth and unreal)
then you need to make a bitmap to control specular which will be your white shine (can be any colour but white is most common) then depending on relfectivity you will want VERY subtle reflections, maybe faking it with a cubemap.
Well i hope this helps a little bit, im not a major skinner but i do do it everyday, its all about practice really, and paying attention to your surroundings alot.
Its also about using Layers and all of photoshops settings to your advantage
Hope this helps a little, if you got more questions feel free to ask

I'm not an expert either but I can say metals are defined by highlights. The contract between you base colour and the highlight on it is basically relative to how shiny the object is. Also, I personally would avoid using motion blur like that, just that every face of the metal has the lines going the same way, which, in my opinon can make it look flat and patterned, I like to paint texture on by hand but its not always viable, if your using filters to achieve a metal effect definitly go with a random style like G0st has explained.
