Ok, first get past the fact that yes this is a robot (not important to the issue):)

I am doing test animations to help develope a character for my own project but I really don't know what to do with his arms. There are with out a doubt other noticable things about the walk that will stick out but I would appiciate it if some would could help me with the arm.

What can I do with them to keep them from looking like they are being "forced to move?"

also, here is a test of a tory car that he will interact with (comments, suggestions)

Hey!
The car and robot are some really nice models. Very Nice rigging/movement on the car.
The robotos walk cycle is not bad. The only thing i can think of at the moment would be to rotate the hands foward when the arm is in from the body, and slight rotate the arms backward when the arm is behind the body. That way the hand could ass some movement to the arm. Now the hand is too stiff, or not even moving at all.
I hope my advice could be of some use.
Good luck!

ok here are the corrections, thanks again I forgot about the hands completely! I also tweaked the foot motion as well.

Your twising the hands. Thats not a bad idea and it might work but what i meant was to rotate the hands foward and not twist them. If you are looking at your robot in the front viewport than that would mean you rotate the X AXIS. right now you rotating the Z AXIS.
Give it a try and that should improve the arm movement.

looks better. just loose the twisting in the hands (z axis), it looks wrong.
