That background is a lot of work. Most of it manually done.
The bulk of the look can be created using what are called 'grunge' brushes. Search google for that you'll find tons of free ones. There are prolly a few threads around here also that provide links. This forum: http://www.photoshopgurus.com/forum and this forum: http://photoshoptechniques.com/forum also have specific threads pertaining to custom brushes. Search them also.
Aside from the use of special brushes, there's also a lot of specific manual painting involved. This is to create a specific effect on certain areas of the background; like the black areas in the image. The lines and such can be brushes, but can also be created manually with the Line tool, then have a couple filters (like Spatter and/or Grain) applied to them to 'grunge' them up a little.
The idea also is to use multiple layers aruss. Each having a specific grunge brush applied to it using a certain colour. Blend modes such as Overlay and Multiply can create the extra colour depth/richness/saturation seen in specific areas of the image.

Yes look up grunge brush's, try looking for some of them photoshop designing websites.... they usually have alot of tutorials there, and try www.good-tutorials.com (http://www.good-tutorials.com)

a tip for this.....blending layers will be your BEST FRIEND for this look.

they probably used three different textures or so for that.
Blending the three manually will help, definitly.
A scratched shiny texture...
a grungy spotty texture
and just... dirty surfaces.
Looks like they used a dodge layer too.
Just play and have some fun :)
