Does Maya Have an "Add Line" Tool (that divides edges) Like Soft XSI does? If so, what's it called and where?

Check the manual.
It's prolly called "split polygon tool".

Also, you may want to head over to highend3D.com and investigate the MJPolyTools script. Make sure you read the documentation for it though.
